Medical Cannabis Extraction Bill Clears Senate Committee August 25th, 2016 A bill aimed at establishing new best practices for manufacturers of medical cannabis extracts cleared the Business, Professions & Economic Development Committee today with bi-partisan support. AB 2679, authored by Assemblymember Ken Cooley (D-Rancho Cordova) and co-authored by Assemblymembers Rob Bonta (D-Alameda), Tom Lackey (R-Palmdale), Reggie Jones Sawyer (D-Los Angeles) and Jim Wood (D-Healdsburg) was amended on August 19 following the death of AB 1575 - follow-up legislation to the Medical Cannabis Regulation and Safety Act (MCRSA) that was enacted last year. AB 1575 was held in the Senate Appropriations Committee earlier this month, along with a handful of other cannabis related bills. It’s widely assumed that the fate of AB 1575 was premised on the belief that Proposition 64, a ballot measure to legalize cannabis for adult use, will pass in November and that it’s premature to pursue substantive policy changes in advance of the statewide election. The newly amended bill, which was spearhead by the California Cannabis Industry Association, represents an unprecedented consensus agreement reached between the cannabis industry, local governments and law enforcement that will provide critical protections to locally permitted manufacturers from prosecution under state law.
